The refresh rate of the PS5 varies depending on its resolution settings. Due to limits on data transfer, the console can play a maximum of 4K UHD/60Hz and 1080p/120Hz. The significance of a monitor's refresh rate is demonstratable by the fact that many gamers prefer to game at 1080p/60Hz rather than 4K/30Hz.

GTA 5 Expanded & Enhanced will also include 60FPS support on each system. PC players have been able to play GTA 5 at 4K and 60FPS for some time, but console players on the PS4 and Xbox One were locked at 1080p.

We now know that GTA 5 will only run at 30 FPS because it is the same version as on the Playstation 4. The game has not been updated for the newer and much faster hardware. But when we say “only” 30 FPS, we are assuming that GTA 5 runs at 30 FPS on the Playstation 4 in the first place.

It turns out the first-person shooter can reach over 1,000fps, but you'll have to overclock an already-powerful PC gaming machine, speeding up the CPU processor and graphics card beyond the normal specifications.

300fps feels a lot more responsive. long story short: Because the monitors refresh rate isn't in sync with the pc-produced FPS. When you get 300fps its "more likely" to share synced moments resulting in smoother picture.

4k 60hz is perfectly good. I have a projector on a 135 inch screen I use in my theater for gaming and honestly I never have a problem with 60hz. I'm sure 120hz is better but it's not needed. If I played only twitch shooters like fortnite I'd do higher hz.
